It really depends on how your contractors are engaged. If you place workers directly on PAYE, your agency is responsible for income tax, employee National Insurance, and employer National Insurance on every payment. If contractors work through their own personal service companies and your end client is a medium or large business, that client handles the IR35 determination. But your agency is still in the compliance chain and still carries risk if something breaks down. If contractors work through umbrella companies, the umbrella operates PAYE as the employer. Your job is to make sure your contracts with the umbrella are structured correctly and that payment flows are reconciled properly in your accounts.
